[NARRATIVE #1 September 30, 2025]
On September 30, 2025, PFC Boyd and I were dispatched to a hit and run accident on 2nd Ave.
Upon arriving we had witness’s state that the suspect vehicle hit victim’s vehicle and left the scene. An accident report was made under this report number, see for more details.
While at the scene of the accident, dispatch advised that another call came in stating that they were involved in a hit and run. We then responded to the call at [REDACTED BY AGENCY] and identified the other vehicle involved in the accident.
The driver was identified as Desteney Sullivan. Desteney said that she was on the road next to the hospital (2nd Ave) on her way to get food. Desteney said that another car had hit her and left, so she left as well. Upon viewing Desteney’s car, the damage to her car was consistent with the damage to the victim’s vehicle. While speaking to Desteney, she appeared to have slurred speech and could not maintain her balance. I observed Desteney drop her phone and while trying to pick it up she almost fell of the porch.
We then placed Desteney under arrest, while handcuffing Desteny, I could smell an odor of an alcoholic beverage coming from her person. Desteney was then placed in the back of our patrol car. I then read implied consent for a blood sample, and she denied testing.
We then transported Desteney to Atrium Health Floyd to be medically cleared. While in the hospital Desteney asked the medical personnel for seroquel and Clonazepam as she stated she is prescribed and takes them. While talking to Desteney at the hospital she had glossy eyes and I could still smell the odor of Alcoholic beverage coming from her person, I then read Desteney Miranda and asked if she would consent to Field Sobriety Tests. Desteney said yes and then moments later she said that she would not.
We then transported Desteney to the Floyd County Jail on the charges of Hit and Run, Failure to maintain lane and DUI due to me observing her unsteady balance, glossy eyes, and the odor of the Alcoholic beverage coming from her person. An ALS form was explained and completed.

[NARRATIVE #2 On October 01, 2025]
On October 1, 2025 PFC Boyd and I were notified that GSP Trooper George had arrested Desteney Sullivan again on a DUI. We then spoke to Trooper George directly and he said that he was able to get a blood sample.
