On August 2nd, 2025, around 2350 hours, I responded to Deputy Quinlan and Deputy Lynn at Boone Seafood in reference to a use of force.
Upon my arrival, I spoke with Deputy Lynn, who stated Jeremiah Small ran up on him and Deputy Quinlan. Deputy Lynn stated he deployed his department-issued taser twice, which failed to give him a full body lock-up. Deputy Lynn advised me that they had to go hands-on with Mr. Small, and at some point, Mr. Small spat in his face. I walked Deputy Lynn to the back of my patrol vehicle to provide him with a rag and sanitizer to clean his face.
I spoke with Deputy Quinlan, who stated she lost her body camera during the incident and located both hers and Deputy Lynn’s cameras on the ground. Deputy Quinlan advised that she was missing a pair of handcuffs and several pieces of equipment. I found Deputy Quinlan’s flashlight and her handcuffs in the back seat with Mr. Small.
McIntosh County EMS arrived on scene to address Mr. Small’s injuries due to a taser being used. When I opened up the back door to have EMS talk to Mr. Small, he attempted to spit on the EMS personnel. Mr. Small’s spit landed on the leg of Assistant Director [REDACTED]. I immediately closed the door and advised EMS that they could be en route to the Jail and wait for our arrival to have a safe environment for Mr. Small to be checked. EMS left the scene and relocated to the jail.
I advised Deputy Quinlan to get all of her information and finish up her investigation so we could leave the scene. Once Deputy Quinlan finished her investigation, we relocated to the McIntosh County Jail with Mr. Small. Upon arrival at the jail, Mr. Small was still being extremely aggressive in the back seat. I opened the driver’s backseat door (Deputy Quinlan’s patrol vehicle) to assist Mr. Small out of the vehicle.
I grabbed Mr. Small, and as I grabbed him, he kicked the seat, falling out of the vehicle. I was able to catch Mr. Small before he hit the ground. I had Mr. Small stand up, and I began removing the prongs from Mr. Small. After I removed the prongs from Mr. Small, he was placed into the restraint chair. Mr. Small was still being combative, and I had to place my knee into Mr. Small’s waist to keep him sitting in the chair. A spit mask was placed on Mr. Small to keep him from spitting on anyone. Mr. Small attempted to bite Deputy Lynn on his arm, and Deputy Lynn grabbed his face, pushing his face in a different direction. Once Mr. Small was secured in jail, he was taken to the booking area. EMS looked Mr. Small over to ensure he didn’t have any serious injuries. Mr. Small was then turned over to jail staff.
Later in the night, I was called to the jail to take Mr. Small out of the restraint chair. He was compliant and gave no issues during this time. He did make several statements that he used a bunch of acid. Mr. Small seemed to have no recollection of his actions earlier in the night.
